Resolved Question: do cemetaries have closing hours and such?

It is hallow eve and this sounds a little weird, but I know of someone that wants to visit a cemetery at night, I guess for a Halloween scare or something so can anyone help me to ensure there is no laws that do not permit them to go into it at night or not, any help would be great. by the way I reside in Olympia, Wa if that helps at all.
